About
I hold a graduate degree in mathematics from the University of California at Riverside and a Ph.D in Political Science also from the University of California at Riverside. I was visiting professor at Cologne University and University of Lisbon and did post-doc studies at Brown and Columbia Universities. I was a UNDP adviser at the Public Health School of Ceará and an appointed expert at the Quartet Middle East Commission. My area of research is public policy with an emphasis on telecommunications and water resources.
Current research
I am conducting a comparative study on water resources policies in Ceará, France and the United States, a joint study with the Department of Hydraulic Engineering at the Federal University of Ceara and the Water Resources Center at Columbia University.
